  1. Late Payment of Commercial Debts 2023/24

    Council’s full compliance with its Regulation 113 disclosures obligations for all years is evidenced by the detail published on Councils website at https://www.herefordshire.gov.uk/council/open-data-principles/11

    The published disclosures show that Late Payment Interest totaling £3,743 was paid for the year 2023/24. 

    It is anticipated that this Late Payment Interest will have arisen as a result of claim(s) under the terms of the Late Payment of Commercial Debts legislation. Please respond to the queries in the following table in relation to the Late Payment of £2,246 3,743:

    How many children of compulsory school age are known to live in your LA as of 1st September 2024?

    How many state school places for children of compulsory school age are there in your LA boundaries?

    How many independent school places for children of compulsory school age are their in your LA Boundaries?

    How many compulsory school age children residing in your LA are categorised as being children missing education as of 1st September 2024?

    How many compulsory school age children are electively home educated as of 1st September 2024?

    How many compulsory school age children residing in your LA are receiving their education outside of a school setting funded by the LA as of 1st September 2024 If a parent moves into your LA and requests a school place using figures from last 3 years what is the average amount of days it takes from the parental request until the child is enrolled in a school? If a parent was Electively home educating and stops EHE and requests a school place using figures from last 3 years what is the average amount of days it takes from the parental request until the child is enrolled in a school?

    If a parent withdraws there child from an independent school and requests a school place using figures from the last 3 years what is the average amount of days it takes from the parental request until the child is enrolled in a local school?

    Dose the LA facilitate any education for the child between the parental request and school enrolment? If no why not?

    Q1. So what powers do Herefordshire Council believe they have for engaging Police to support Social Workers?

  6. Concerns over child safety reported to Herefordshire Council for 2023

    I am making a Freedom of Information request to Herefordshire Council under the Freedom of Information (FOI) Act 2000. The subject area is “Concerns over child safety reported to Herefordshire Council”. I have requested the answers to 11 questions, which I have written below.

    Information requested under the Freedom of Information Act to Herefordshire Council:

    1. Is training provided to social workers to identify children who have been psychologically manipulated to reject a parent (parental alienation)? If such training is given, please provide an electronic copy of the training manual.

    2. In 2023, how many concerns over child abuse / neglect (separate cases) were reported to Herefordshire Council?

    3. Are concerns over child abuse / neglect dealt with by Herefordshire Council if reported anonymously?

    4. For 2023, please provide a breakdown of who reported the concerns over child abuse/ neglect to Herefordshire Council (e.g. school, police, a parent etc)

    5. For 2023, please provide a breakdown of what the concerns were that were reported to Herefordshire Council (e.g. physical abuse, sexual abuse, neglect, emotional abuse etc)

    6. Of ALL the separate cases of child abuse / neglect reported to Herefordshire Council in 2023, how many cases subsequently went to the Family Court?

    7. Between 15th and 31st JANUARY 2023 ONLY, please provide a breakdown of who the allegations of child abuse / neglect were made AGAINST that were reported to Herefordshire Council (e.g. a teacher, a parent of the child etc)

    8. Of ALL the cases of child abuse / neglect reported to Herefordshire Council between 15th and 31st JANUARY 2023 ONLY, in how many of these cases did the assigned social worker recommend that the child(ren) in question be removed (or remain separated) from ONE parent ONLY at the start of a section 47 investigation?

  7. Submitted applications from independent schools to state schools between 01/06/24 to 09/09/24

    Please can you provide the number of submitted applications (per child) from independent school to state schools for an in-year transfer that were received between 1 June 2024 to 9 September 2024?

    Please can you provide the number of queries received asking about the availability of state school places for a pupil currently attending independent school received between 1 June 2024 to 9 September 2024?

    If this data is not categorised or able to be filtered by requests from queries which references that the pupil attends an independent school, please show the total number of queries asking about the availability of state school places received between 1 June 2024 to 9 September 2024.

  8. Flooding incidents at council-run sports facilities from 2013 to present

    Can I please request, in the form of a spreadsheet such as Excel or CSV file, information on flooding incidents at council-run sports facilities. The flooding incidents should be in relation to weather-related incidents only (i.e. not as a result of plumbing incidents).

    For the years 2013 to present I would like the following information for each flooding incident:

    1. Date of flooding incident

    2. Name of sports facility flooded

    3. Address of sports facility

    4. Description of area flooded - football pitch, rugby field, gym, etc.

    5. Cost of damage/repairs (£)

    6. Information if the facility had to be closed and if so, for how long

  9. Provider to manage Court of Protection, Deputyships, Appointeeships

    1. Do you currently use an external provider to manage your Court of Protection, Deputyships, Appointeeships, and if so, what is the provider’s name? If not, is the Council looking at outsourcing this area in the next 3-5 years?

    2. What date does the current contract expire (if applicable)?

    3. What is the name, email address and phone number of the person and team that manages the Contract/ or potential contract?

    4. Which services within the Council or associated partners have an agreement with the provider (if applicable?)

    5. What is the annual cost of this contract (if applicable)?

    6. Does the Council have a preferred suppliers list for solicitors/companies undertaking Deputyships/Appointeeships where service user is over threshold, if so please supply details?

    7. If the Council does have a preferred supplier list please confirm the name, email address and contact number for the person and team that manage this list.

    8. How many Deputyships and Corporate Appointeeships does the Council currently manage?

    9. How many referrals have been made to the Council for Deputyships in the last 3 years?

    10. How long on average does it take from initial referral to the application for Deputyship being submitted to the Court of Protection?

  10. Tier 2 weight management services

    I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the Tier 2 weight management services, or integrated lifestyle services including weight management.

     

    The details I require are:

    1.          Do you currently commission a tier 2 weight management service for adults, or an integrated lifestyle service including weight management for adults?

     

    2.          Start date & duration of framework/contract? Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

     

    3.          Is/Are the framework(s)/contract(s) being extended or renewed? If they are going out to tender, when is the ITT expected to be released?

     

    4.          How many service users were supported through these weight management services to date?

      

    5.          What are the contractual performance KPI's for this contract/the weight management service aspect of this contract? Can you please outline which of these have achieved/not achieved? (Actual outcomes would be appreciated if available)

       

    6.          Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages

     

    7.          Indicated budget for this contract/framework at ITT stage, and actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date

     

    8.          Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

     

    9.      Who is the senior officer (outside of procurement) responsible for this contract?
