  4. Could you please provide the following information in a CSV or spreadsheet format:

    1. What is the total amount your local authority spends on supporting adults with disabilities in residential social care and supported living settings in:

    (a) 2019-20

    (b) 2020-21

    (c) 2021-22

    (d) 2022-23 and

    (e) 2023-24?

    Please provide these figures for the financial year and exclude care homes for the elderly in your response. If this specific level of detail is not possible, please provide the spending for adults in residential social care and supported living settings aged 18-64.

    2. Please provide a breakdown of the annual cost for each provider, and whether they are private or local-authority run. If this is not possible, please provide the value of the top 3 most expensive contracts with private providers.

    3. Please provide a snapshot of the number of adults with disabilities that are being, or have been, cared for in privately-run residential or supported living accommodation (or as per (1), adults in residential social care and supported living settings aged 18-64) on:

    (a) 31 March 2020

    (b) 31 March 2021

    (c) 31 March 2022

    (d) 31 March 2023 and

    CLARIFICATION:

    Supported living refers to a range of services and community living arrangements designed with individuals with disabilities and their families to support citizens with disabilities to attain or retain their independence or interdependence in their local communities.

    A residential care home where someone with learning or physical disabilities is living - I'm not sure how much more I can define this.

    Privately run meaning the local authority has tendered a contract with an external company to provide this service.

    What we want to understand is the cost of residential settings run by private companies for working-age adults with disabilities of all kinds.

  5. I am writing to you under the Freedom of Information Act 2000 to request information held by your council on local authority-maintained school internal financial audits.

    Specifically, I would like to be sent:

    • The number of schools that haven’t been audited since January 1, 2019

    • Of these schools, the name of the school(s) with the longest wait since its last internal audit. I would like you to also state the year in which the school(s) was last audited

    • Does the council publish the findings from its audit reports in the public domain? If so, it would be appreciated if you could state whether the council names schools, how they are published and provide me with any relevant links

    • The number of council investigations launched on the back of local authority-maintained school internal audit reports, along with information on what the investigation centred on, the year(s) the probe took place and a copy of the investigation report

    • Council guidance outlining how often, when and why internal audits are carried out

    If any of the information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

    • How much money has been paid in fly tipping fines in the years of: 2021, 2022, 2023 and 2024 (to date)

    • Have you recently increased fly tipping fines? If yes, please can you tell us how much you fine for fly tipping now (current date) versus previously?

  8. I would like to request the following information:

    1. When the last tender was issued by your council related to interpretation services

    2. The names of the companies or service providers who were awarded these tenders.

    3. The contract values or spend details associated with each awarded tender (this includes booking volumes and price per booking type).

    4. When the contract ends and if there is any option to extend (and when the council is planning for the next tender)

    5. Any available documentation or reports that outline the evaluation criteria and decision-making process for these tenders.

  9. RE: ICNIRP certificate issues for the 5G mast installation at Belmont Road (Application Ref: P240719/PA7).

    Having reviewed the recent FOI response published 2nd August 2024 (EIR2024/01217) and the 5G technical briefing note issued to Herefordshire Council Councillors, I believe there are several points that require urgent attention.

    1. The FOI response indicates that operators who received approval with incorrect Statements were contacted and advised of potential breaches of planning control. Has this process been applied to the Belmont Road installation?

    2. While the FOI response suggests that enforcement action is limited once development is carried out, it also mentions that corrected Statements remove health and safety concerns. Given that we still lack a valid certificate for this installation, what steps will be taken to address this?

    3. The technical note advises that any discrepancies must be brought to the attention of the applicant/agent as soon as possible. Has this been done for the Belmont Road mast, and if not, when will it be addressed?

  10. I am analysing trends in local authority expenditure data in England. I have a query regarding annual expenditure data, specifically annual outturns of Food safety expenditure as a spending line of Environmental and Regulatory service expenditure I am looking at data from the PLDR Which analyses data from the RO5 I see Herefordshire frequently reports 0 expenditure for this service and I was hoping to gain some information for why this might be. For example does the LA not spend money on food safety services, if so how do they operate. Alternatively are food safety expenditure data reported in another spending line perhaps? Any information you can provide will be greatly appreciated, just to inform my analysis of how to treat these 0 data.
