I am writing to request information under the Freedom of Information Act 2000 regarding the tendering and award process for the Pavilion project at Castle Green, Hereford.
1. The names of all companies or contractors that submitted tenders or expressions of interest for the Pavilion project at Castle Green.
2. The criteria used to evaluate and award the contract, and the name of the company ultimately awarded the contract.
3. Copies of any internal reports, meeting minutes, or correspondence (email or written) relating to the decision-making process for awarding the Pavilion contract—particularly any documents referencing Vision Building and Development Ltd.
4. Any recorded complaints, whistle-blower reports, or internal/external investigations relating to the tendering or awarding of this contract (excluding personal data and any content exempt under Sections 30 or 31 of the Act).
5. Details of the policies and procedures the Council follows to manage conflicts of interest and prevent bribery during public procurement processes.
6. Whether Vision Building and Development Ltd. voluntarily withdrew from the Pavilion project, or whether their removal was initiated by the Council.
7. The reasons for the withdrawal or removal of Vision Building and Development Ltd., regardless of whether the decision was theirs or the Council’s.
8. Whether any council disciplinary hearings were held in relation to this tendering process. If such hearings occurred, please provide the outcomes of the disciplinary hearings (excluding any personal data protected under the Act). Please note that I am not seeking any personal information about individuals—only official records and documentation held by the Council.

Herefordshire Council does not hold this information. Herefordshire Council is the accountable body for the Stronger Towns Fund. However, the individual projects are responsible for their own procurement and contracting arrangements.

Procurement activity is carried out in accordance with the council’s Contract Procedure Rules, the Procurement Act 2023 and the Procurement Regulations 2024. All reports of alleged procurement and contract fraud are treated very seriously and will be investigated by Herefordshire Council’s Counter Fraud service Doing business with the council – Herefordshire Council
