Please also provide all data, analysis and related communications pertaining to assessments of noise and traffic impacts for the C1098, 'Bage Pitch' road, between the B4352 at Madley and A438 at Bridge Sollers, as related to the following statement in the above referenced document:
'1.12.4. Due to the introduction of the scheme minor increases in road traffic noise are
expected along the B4349 between the scheme and Clehonger. These changes
are just above the threshold to be included within the economic analysis of this
impact. The minor noise increase continues from Clehonger along the B4352 into
Madley. From Madley minor increases in road traffic noise are expected along Bage
Pitch Road up to the A438. This is due to rerouting of traffic which would have
otherwise used an existing route prior to scheme opening.'
What mitigations are being put in place to reduce the impact to residents and road users of the C1098 Bage Pitch Road given that this is a largely single track, rural road that is already hugely over capacity (as it already was at the last published transport model in 2016)?

Answer: The Hereford Strategic Transport Model (HSTM) is a database, not a recorded document.
The Service Area has advised the only information held by Herefordshire Council are the attached Hereford Western Bypass Phase 1 - Flow Difference Plots, which are outputs from the model and which support the statements made in the previous response that the increases in traffic and noise are minor in nature. Modelled flow increases on the B4352 through Madley (west of the Bage Pitch/B4352 junction) are small.
The Service Area also confirms that no mitigations are planned as the impact has been modelled to be minor in nature and would not occur until 2043. The authority will continue to monitor the impact following the opening of the new bypass and respond with mitigation should it be required. But this is not anticipated given the minor nature of the change in traffic levels.
