Please provide information on:

1) The marked diversion route which was in place on the 4th January due to the closure of Roman Road. A highlighted map showing where diversion signs were placed, and the route which motorists were advised to take would be suitable.

2) A report on what checks were taken to ensure this road was a suitable diversion.

The road closure applications are managed by Balfour Beatty Living Places (BBLP) as the council's Public Realm service provider with the final decision with Herefordshire Council based on the information available.

In regards to the A4103, the works were/are a significant project which had a series of meetings with the contractor, their sponsor National Grid, BBLP and Herefordshire Council to ensure the works were planned and programmed with minimum impact on the network.

In managing all closures, the suitability of the diversions routes is a major consideration, works are recognised as being required, the works promotors are usually Statutory Undertakers but can be private works or works linked to developments. The closure applications are to enable the works to progress, the need for a closure is challenged if necessary, the appropriateness of the diversion route is assessed.

In regards to the closure identified, the works timing was such that this was to be undertaken out of school term where traffic is reduced due to holidays. The closure in one direction enabled the works and managed the traffic flow. With the eastbound closure on the A4103 at the Starting Gate roundabout in Hereford the diversion route would therefore have been the A49 onto the A465 (Station Approach) onto the A465 (Aylestone Hill) back onto the A4103. The A4103 is a Type 1 Carriageway with a capacity of 10-30 MSA (millions of standard axles). Both the A465 and the A49 are also classed as Type 1 Carriageway with the same capacity of 10-30 MSA and are therefore deemed suitable for use as a diversion for the A4103.

Following the assessment and with agreement of the Streetworks Team, a Record of Operation Decision is drafted and sent to Herefordshire Council for signing, a copy of the decision for this section of works is attached.
